Ms. Carter retired in 2012 after 15 years as an instructor of journalism and communications and advisor to the award-winning student newspaper, The Argonaut, at Notre Dame de Namur University in Belmont. During 1995, she served as the United States Information Agency journalist-in-residence at the Russian-American Press and Information Center in Moscow, Russia.
